Kano State Health Trust Fund (KHETFUND) was established by the Kano State Government under the law No. 3 of 2017 (1438 AH), charged with the responsibility for collection, managing and disbursing of the fund to the Public Health Institutions and other Health related services in the State, through their Ministries, Departments and Agencies. This operational guideline is to provide clarity on the implementation of the Law.
To provide a credible and sustainable additional funding mechanism that strengthens and improves the healthcare system in Kano State.
1.3 VISION:
To be a sustainable healthcare system financing instrument for the attainment of qualitative, affordable and accessible services for residents of Kano State
1.4 GOAL
Develop Effective and Efficient generation and disbursement of Fund to meet the need of the government and people of Kano State in healthcare services
1.5 GENERAL OBJECTIVE
The overriding objective of the policy is to augment funding sources to meet the healthcare needs of the people of Kano State.
This Operational Guidelines is aimed at meeting the following objectives:
- Strengthen the provision of quality services at all levels of healthcare to meet the needs of the teeming population of Kano State.
- Enhance the capacity of Health Training Institutions to achieve the desired quality in teaching and research.
- Improve physical infrastructure, instructional materials, equipment and human resources in Health institutions to meet all national and international accreditation standards.
- Augment the supply of drugs and medical consumables for Free Maternal, Newborn and Child Health, Accident and Emergency and other relevant health services.
- Augment the demand-side financing for vulnerable populations
- Sensitize beneficiary institutions on how to access funds and report on fund utilization to strengthen outcomes and transparency.
- Augment the demand-side financing for Healthcare services in the State.
- To strengthen the provision of quality services in Primary, Secondary and Tertiary Healthcare Facilities to meet the need of the teeming population of Kano State.
- To enhance the capacity of Health training institutions to achieve the desired quality in teaching and research through capacity building to strengthen staff performance
- To improve physical infrastructure, instructional materials and equipment in Health institutions to meet all national and international accreditation standards.
- To augment the supply of drugs and medical consumables for Free Maternal, Newborn and Child Health, free accident and emergency programs through the State Committee on Free Maternal and Child Healthcare to improve the negative indices of perinatal and maternal mortality and morbidity in the State.
2.0 STAKEHOLDERS AND RESPONSIBILITIES
2.1 Office of the Head of Civil Service
The office of the Head of Civil Service is to:
- Deploy staff to the KHETFUND.
- Provide guidelines for staff engagement.
- Provide periodic guidance on Human Resources Management and General Administration of KHETFUND.
2.2 Ministry of Health
The State Ministry of Health is responsible for supervising the general activities of KHETFUND. In doing this, would provide:
- Regular supervision to ensure that activities of the KHETFUND conform to the law and objectives of the KHETFUND.
- Recommend for the appointment of Executive Secretary for KHETFUND.
- Nominate a representative of the Ministry into the Board of Trustee.
2.3 Hospitals Management Board (HMB)
The Hospitals Management Board shall:
- Conduct assessment and recommend request from Secondary and Tertiary Health Facilities for infrastructural upgrade, supply of equipment, drugs and medical consumables.
- Provide a focal person that will collate and submit proposals on behalf of eligible beneficiaries and liaise with KHETFUND.
- Ensure accountability and transparency in the use of funds disbursed through the Board.
- Submit financial report and all supporting documents of all disbursement through the Board, to the KHETFUND before subsequent disbursement(s).
2.4 Primary Health Care Management Board (PHCMB)
The Primary Health Care Management Board shall:
- Conduct assessment and recommend request from Primary Healthcare Facilities for infrastructural upgrade, supply of equipment, drugs and medical consumables.
- Provide a focal person that will collate and submit proposals on behalf of eligible beneficiaries and liaise with KHETFUND.
- Ensure accountability and transparency in the use of funds disbursed through the Board.
- Submit financial report and all supporting documents of all disbursement through the Board, to the KHETFUND before subsequent disbursement(s).
2.5 Kano State Contributory Healthcare Management Agency (KSCHMA)
The Kano State Contributory Healthcare Management Agency shall:
- Provide a focal person that will liaise with KHETFUND on vulnerable program and other services as provided by the Law.
- Ensure accountability and transparency in the use of funds disbursed through the Agency.
- Submit financial report and all supporting documents of disbursement through the Agency to the KHETFUND before subsequent disbursement(s).
2.6 Drugs and Medical Consumables Supply Agency (DMCSA)
The Drugs and Medical Consumables Supply Agency shall
- Serve as an assured source of qualitative, affordable and accessible drugs and medical consumables to the benefiting health facilities.
- Provide a focal person to Ensure prompt response to request for supply of drugs and medical consumables while liaising with KHETFUND.
- Ensure accountability and transparency in the use of funds disbursed to the Agency.
- Submit financial report and all supporting documents to KHETFUND before subsequent disbursement(s).
2.7 State Agency for the Control of AIDS (SACA)
The State Agency for the Control of AIDS shall:
- Appoint a focal person that will liaise with KHETFUND.
- Liaise with KHETFUND for provision of HIV/AIDS services to ensure ownership and sustainability of the program.
- Advise KHETFUND Management on all issues relating to HIV/AIDS intervention across all health facilities and at community level.
- Ensure accountability and transparency in the use of funds disbursed to the Agency.
- Submit financial report and all supporting documents to KHETFUND before subsequent disbursement(s).
2.8 Ministry of Finance
The Kano State Ministry of Finance shall:
- Access, deduct and remit funds within the stipulated period as provided by the Law to KHETFUND.
- Advice KHETFUND in the selection of approved Banks for opening of account.
- Provide guidance on Financial Management and Procedures to KHETFUND.
- Deploy finance staff to KHETFUND.
2.9 Ministry of Planning and Budget
The Kano State Ministry of Planning and Budget shall:
- Ensure allocation of resources for running cost of KHETFUND in the Annual State Budget.
- Assist in identifying and mobilizing development partners to support KHETFUND.
- Appoint a focal person that will liaise with KHETFUND.
2.10 Colleges of Health Training Institutions
The Colleges of Health Training Institutions in Kano State shall:
- Conduct assessments to identify needs for infrastructural upgrade, supply of equipment, instructional materials and human resources development to meet accreditation requirements and submit proposals to KHETFUND.
- Provide focal persons who will liaise with KHETFUND.
- Ensure accountability and transparency in the use of funds disbursed to the Colleges.
- Submit financial report and all supporting document to KHETFUND before subsequent disbursement(s).
2.11 Civil Society Organizations (CSOs)
The Civil Society Organizations operating in Kano State shall be responsible for ensuring transparency and accountability in collection, disbursement and utilization of the funds through:
- Collection of monthly disbursement schedule.
- Monthly collection of evidence of remittances from beneficiaries
- Monthly collection of evidence of remittances from KHETFUND
- Access monthly reports of proposals and selection of projects by KHETFUND.
- Monitor and supervise projects funded by KHETFUND and provide feedback as necessary to relevant stakeholders.
2.12 Kano State Internal Revenue Service (KIRS)
The Kano State Internal Revenue Service (KIRS) shall be responsible for deducting and remitting to KHETFUND on monthly basis, the 5% of the State Internally Generated Revenue (IGR) as stated in the Law.
2.13 Kano State House of Assembly
The Kano State House of Assembly shall:
- Carry out oversight functions on all aspects of the implementation of the Law in relation to KHETFUND.
- Ensure the effective review and/or amendment of the Law in relation to KHETFUND whenever the need arises.
- Engage all stakeholders during the review and or amendment of the Law in relation to KHETFUND.
- Harmonize the provisions of KHETFUND Law in relation to other health related enactments.
2.14 Ministry of Justice
The Kano State Ministry of Justice shall:
- Post Legal Adviser who shall be in attendance in all KHETFUND Board meetings.
- Guide the Board of KHETFUND on the interpretation of the Law.
- Give legal advice to KHETFUND in case of dispute and/or arbitration.
- Prosecute offenders against the relevant provisions of the KHETFUND Law.
2.16 Local Government
2.16.1 Ministry for Local Government
The Ministry shall
- Facilitate the timely remittance of 1% of each Local Government council statutory allocation to KHETFUND on or before the 10th of the succeeding month as contained in the Law.
2.16.2 Local Government Council
Each Local Government Council shall:
- Remit 1% of its monthly statutory allocation to KHETFUND on or before the 10th of the succeeding month as contained in the Law.
- Ensure strict compliance with remittance as contained in the Law.
2.17 Development Partners
Development partners may support KHETFUND in the following areas:
- Operational system strengthening
- Funding support for projects and programs
- Any other support to the health system
2.18 Other Stakeholders

- Corporate Companies in the State
- Zakkat and Hubsi Commission
- Philanthropist
3.0 OPERATIONAL STRUCTURE AND MANAGEMENT
3.1 Duties and responsibilities of the Governing Board, Agency, Departments, Functions of Departments, Running cost of the fund and Operational rules.
ORGANOGRAM
3.1.1 Composition and Function of the Board
3.1.2 Composition of the Board
Membership of the Board of Trustees shall be appointed by the Governor subject to the confirmation of the State House Assembly as established by the Law. The Board shall consist of:
- A non-executive chairman who shall serve for a period of four years and be eligible for another four years and no more.
- Other members of the board shall be appointed in accordance with the relevant provision of Law and shall also be non-executive who shall serve for four years and be eligible for another four years and no more.
- The board members shall be remunerated based on the state policy and guidelines for the remuneration of non-executive board members.
3.1.3 Functions of the Board of Trustees
The Board of Trustees, subject to the approval of the Commissioner, shall perform the following functions: –
- monitor and ensure collection of all monies accruable to the Fund;
- monitor the disbursement of the Fund as prescribed by the Law;
- Appraise and approve recommended projects in line with due process;
- ensure disbursement of funds to various public Health institutions in the State;
- update the State Government on its activities and progress through, among others, annual audited report;
- review progress and suggest improvement within the provisions of the Law;
- do such other things as may be necessary or incidental to the objectives of the Fund under the Law or as may be assigned by the State Governor;
- Generally, regulate the administration, application and disbursement of monies from the Fund under this law.
